I like the part where what is essentially a super plague is spreading from a site of origin and curious parties are investigating that site of origin and somehow, that's awful.

The issue is that if I don't spew out several thousand words of complicated "well this and that and this and that" out onto this forum where nothing I say or do affects what exactly the problem at hand is, my argument will likely be discarded. Add that to the fact the entire first page of this thread are "Oh jeez the Federation is so bad and how dare they," and the fact I'm Gallente, and you've a potent recipe for flippancy that I'm just not tempted to risk my time and effort on.
If I try the age-old counter-argument "Well, if these were swapped and the State were investigating the probability of a Federally-run attack, splinter group or otherwise," then, well. First off, that's really basic and tacky? And second off, I feel like nothing will come of that.
If I try to emphasize that this report was the inner rumblings of the massive sprawling interstellar political beast that features hundreds of thousands of member-states represented by an excessively diverse senate and the actions of a few individuals near the top of that chain as figureheads for their respective branches, I don't know if that'll be understood. Then again, it is the FIO, but the FIO are known for a lot of things -- one of which being brutal efficiency. If you're up for a spot of satiric casual racism, don't the Caldari like that sort of thing?

Taking bets on a Super Secret Sansha's Nation Mega Heth who survives as some spooky plague bearing ghost and, why not, pair them up in partnership with the Drifters.
In a serious sort of responding, until the State gives any sort of proper release that actually explains something more than Jack or Bull, more ridiculous theories and panic are going to be pulled out from everyone's heads in thick ropes or fraying strings, but the point being is that it will.
